Many English-language articles still work with the older perception: apply for residency, receive the carnet, done. That's no longer the complete picture. With Ley 6984/2022, Migraciones clarified the logic. There are three categories: residencia espontánea u ocasional, residencia temporal and residencia permanente. Those who want to settle permanently in Paraguay are now expected by Migraciones to start with temporary residency — and only transition to permanent afterwards. Direct permanent residency remains available to specific groups: close foreign relatives of Paraguayan citizens, or qualified investors through SUACE.
This isn't a step backwards — it's a clarification. Temporary residency under the new law has concrete advantages: it's valid for up to two years and now entitles holders to the Paraguayan cédula.
Migraciones reported 38,236 residency applications between January and October 2025 — 27,489 temporary and 10,747 permanent. That's a historic record. High demand is a plausible reason not to make promises about short processing times.

The residencia temporal under Ley 6984/2022 is today's standard path for those relocating. It's valid for up to two years, permits economic activity and grants access to the cédula. During the application process, the status of residente precario applies — free movement and legal activities are officially permitted in this phase.
The residencia permanente comes later. For MERCOSUR nationals, a specific rule applies: the permanent MERCOSUR residency application must be filed within the last 90 days before the temporary MERCOSUR residency expires — missing this window means falling out of this special regime. The permanent carnet is then definitive, but must be renewed every 10 years.
Before the flight: what actually needs preparing
For most Western Europeans and North Americans, Paraguay residency isn't a visa problem in the narrow sense — many nationalities are on Paraguay's visa suppression list.
